Patronus Systems Inc PSO's in Idaho Will Soon have an Opportunity to Vote to Join Our Union, United Federation LEOS-PBA

Idaho - 7-16-2024 The United Federation LEOS-PBA Law Enforcement Officers Security & Police Benevolent Association is happy to announce that it has officially filed a National Labor Relations Board NLRB petition to represent the 67 full time and regular part time and reserve Protective Security Officers (PSO's) employed by Patronus Systems, Inc. or by its subcontractor performing guard duties as defined by Section 9(b)(3) of the National Labor Relations Act, assigned to Federal facilities in the following locations; Boise, Caldwell, Twin Falls, Pocatello, and Idaho Falls, Idaho, and any additional contract sites that may be added to the above cities and or recognized by the Employer now presently under contract by its current Union SPiT-FA.






For a number of years now these Patronus Systems, Inc PSO's in Idaho have tried unsuccessfully to rid themselves from SPiT-FA and its President David L. Hickey. Over the last few years the membership as well as the SPiT-FA local 14 Idaho leadership have questioned SPiT-FA over the use of their health and welfare money and how their 401k money they earned was pooled and used to subsidize SPiT-FA's Healthcare benefit program which was over 5 Million in debt according to IRS filings by Hickey.

In addition to the above these same Patronus Idaho PSO's have also questioned why some of the PSO's were not receiving healthcare benefits despite paying into SPiT-FA's healthcare benefit fund. Much to their surprise these Patronus PSO's were unaware that their was a 2 month waiting period Patronus PSO's must wait before being eligible for SPiT-FA healthcare benefits. See below.







On Febuary 12, 2024, SPiT-FA President David L. Hickey who never likes to be questioned on how he runs his organization and/or the lack of service and communication he provides to his members, had took action against its own Local 14 Idaho President by removing her from Local Union office after alleging she had violated SPiT-FA's International Constitution and By-Laws without specifically saying what she had actually violated. This scenario raises several important questions and points of interest:


  1. Lack of Transparency: The vague nature of the allegations without specifying the violations can lead to concerns about transparency and accountability within the organization.

  2. Due Process: Members might question whether the Local 14 President was given a fair opportunity to respond to the allegations before being removed.

  3. Impact on Membership: Such actions can affect the morale and trust of the members towards the organization's leadership.

  4. Potential Political Motivations: There might be speculation about whether the removal was politically motivated or if it was genuinely based on violations of the constitution and by-laws.



One of the other concerns these Patronus Systems Inc PSO 's in Idaho have raised is the fact of a potential conflict of interest, between Patronus Systems, Inc President Mabel O'Quinn and her husband Rick O'Quinn the number 2 man in the SPiT-FA organization holding the title of Vice President at Large as well as a trustee to the SPiT-FA Healthcare benefit / 401k benefit programs which clearly creates an appearance of a potential conflict of interest since Patronus PSO's participate in SPiT-FA's health benefit fund program.


Here's a breakdown of the potential conflict of interest:


  1. Representation and Advocacy: Rick O'Quinn, as a high-ranking official in SPiT-FA, is responsible for representing the interests of the Patronus PSOs in Idaho, including their collective bargaining rights and healthcare benefits.

  2. Personal Gain: At the same time, his wife's company, Patronus Systems Inc., may stand to benefit from any decisions or negotiations made by SPiT-FA that could potentially favor or impact Patronus Systems Inc.

  3. Perception of Bias: This dual involvement could lead to a perception that decisions made by Rick O'Quinn could be influenced by his personal connection to Patronus Systems Inc., thereby undermining trust and credibility among the Patronus PSOs in Idaho.


To address these concerns effectively, transparency and appropriate measures must be taken to ensure that any potential conflicts are managed. This could include:


  • Disclosure: Full disclosure of the relationship and any potential conflicts of interest.

  • Recusal: Rick O'Quinn recusing himself from any discussions or decisions that might impact Patronus Systems Inc. to avoid any appearance of bias.

  • Independent Oversight: Implementation of independent oversight mechanisms to ensure that decisions are made in the best interests of the Patronus PSOs without any undue influence.

The upcoming Patronus Systems, Inc election comes off at a time whereby our Union United Federation LEOS-PBA recently defeated SPiT-FA in San Diego, California by a score of 54 to 1. We expect the same results to happen in Idaho when these Patronus PSO's have their opportunity to vote for our Union.
